The photograph shows overall normal signs of (storage) wear. It's complete with caption on the back. The moment the photo was taken Eugen was Major im Generalstab in the 131.Infanterie-Division.
He was the first Generalstaboffizier who earned the Ritterkreuz. He was awarded the Ritterkreuz on the 3rd of October 1943. This photograph was taken by a soldier named Wacker who served within Propaganda Kompanie 697.
