The license shows overall signs of wear. It's belonged to a Franz Kukowetz who served in the Panzer Jäger Ersatz Kompanie of Gebirgsjäger Ersatz Regiment 138.
The license is dated 30 April 1940 and is complete with the Portrait of Franz wearing his combat uniform. Note the '138' on the shoulder straps.
Gebirgs Panzerjäger related items are hard to find.
