The document shows overall normal signs of storage wear. The Iron Cross 2nd Class was awarded to Fritz on the 23rd of September 1941.
The signature on the document seems to read Linstow which is Oberstleutnant i.G. Hans-Ottfried von Linstow who served in the Chef des Generalstabes of the IX.Armeekorps at that time. Linstow was later in the war part of the plan to kill Hitler on the 20th of July 1944. Linstow was responsible for rounding up most of the SS, SD and Gestapo officers in Paris and imprisoned them.
